This is an action for damages and injunctive relief, brought pursuant to the Civil Rights Act of 1871, 42 U.S.C. § 1983, by plaintiffs Manuel Arbona Custodio (Arbona) and Luis Raúl Velázquez (Velázquez), who allege that they were demoted from their positions as Deputy Vice-Presidents in the Agricultural Credit Corporation to the positions of Specialist in Agricultural Credit I and II, respectively...
