ROLL, Judge.

St. Joseph's Hospital and Medical Center (St. Joseph's) appeals from summary judgment entered in favor of the City of Phoenix (the City) on the issue of responsibility for hospital charges incurred by Francisco Rincon, a gunshot victim. For the reasons set forth below, we affirm as modified.
