May the state, when processing a delinquency petition against a juvenile approaching his eighteenth birthday, offer to forego moving to transfer the juvenile out of juvenile court for criminal prosecution if the juvenile agrees to admit delinquency and accept the supervision of the juvenile court? If the juvenile declines such an offer and the state responds by moving his transfer for criminal prosecution, must the state's motion be regarded...
