This appeal concerns the validity of a contract entered into between the City of Tempe (Tempe) and Southwest Ambulance, Inc. (Southwest). The contract (hereinafter referred to as "Tempe-Southwest contract" or "contract"), entitled "Ambulance Transportation Service Agreement," calls for the provision of emergency ambulance services by Southwest within Tempe.
