MEMORANDUM OPINION
TODD, District Judge.
I. HISTORY OF THE CASE
Plaintiffs filed this action in 1977 challenging the at-large electoral scheme for electing members of the Board of Commissioners of the City of Jackson, Tennessee. Plaintiffs are black voters of Jackson, each of whom has resided and has been active in civic affairs in Jackson for many years.
