Plaintiffs in this action, Donald McKever, Barbara McKever, and their minor children, Perry Tyrone Hamilton, Deanna Giovanna Hamilton and Rassoul Hassen Hamilton, commenced their initial action on June 22, 1983, alleging various violations of their constitutional rights. They commenced a second action against additional defendants on September 21, 1984, again complaining of civil rights violations....
