The Banco y Agencia de Financiamiento de la Vivienda de Puerto Rico ("Housing Bank") originally filed these two separate cases in the Superior Court of Puerto Rico, San Juan part, seeking declaratory judgments. The Federal Deposit Insurance Corporation ("FDIC"), one of the several defendants in both actions, timely filed petitions for removal in both.
