Plaintiffs' claim for a preliminary injunction was consolidated with plaintiffs' claim for a permanent injunction and declaratory judgment by Court order dated October 30, 1987. Defendants were served with a summons and copy of the complaint on October 13, 1987 but did not file a responsive pleading until November 25, 1987, when they moved for dismissal.
