This matter arises from cross-appeals taken by Hortense Summers (Summers) and Springfield Township (Township) from the order of the Court of Common Pleas of Montgomery County which affirmed in part and reversed in part the decision of the Springfield Township Zoning Hearing Board (Board) that Summers' use of her residence for participation in two county mental retardation...
