In this Freedom of Information Act, 5 U.S.C. § 552 (1982) ("FOIA") suit, the plaintiff Paul R. Steyermark has filed a motion for summary judgment under Federal Rule of Civil Procedure 56 and for an award of attorneys fees under 5 U.S.C. § 552(a)(4)(E).
