Plaintiff Janet Williams ("Williams") has alleged violations of 42 U.S.C. § 2000e-5 et seq. and the [Handicap] Rehabilitation Act of 1973, 29 U.S.C. § 791 et seq., arising out of discrimination based on handicap and on reprisal by defendant Albert V.
