Video Program, Inc., submitted a visa petition to the Immigration and Naturalization Service ("INS") to classify See Soo Chuan ("beneficiary") as a temporary worker of "distinguished merit and ability" pursuant to section 101(a)(15)(H)(i) of the Immigration and Nationality Act ("Act"), 8 U.S.C. § 1101(a)(15)(H)(i).
