Plaintiffs allege that the county districting plan, put into effect in 1981, impermissibly denies or abridges plaintiffs' rights to vote on account of race in violation of § 2 of the Voting Rights Act of 1965, 42 U.S.C. § 1973, and was adopted and is being maintained...
