REAVLEY, Circuit Judge:

Robert S. Monroe, convicted of first-degree murder, is sentenced by a Louisiana court to die on August 25, 1988. The federal district court has denied his latest petition for writ of habeas corpus and Monroe now applies for certificate of probable cause and for a stay of his execution. Finding no substantial showing of the denial of a federal right, we deny the certificate of probable cause as well...
