Plaintiff Ruben Mendez ("Mendez") and his minor daughter Elizabeth Mendez ("Elizabeth") bring this civil rights action under 42 U.S.C. §§ 1981 and 1983 (1982) against the City of Chicago on the basis of events surrounding Mendez's arrest by Chicago police officers on April 10, 1985.
