Maurice Burks, the plaintiff and prevailing party in this suit against the Secretary of Health and Human Services ("Secretary"), moves for attorneys' fees under the Equal Access to Justice Act ("EAJA"), 28 U.S.C. § 2412(d)(1)(A) (Supp. IV 1986).
