MEMORANDUM OPINION AND ORDER

NORDBERG, District Judge.

The plaintiffs in this action are eighteen labor unions ("the Unions") whose members are employed by defendant Norfolk and Western Railway Co. ("N & W").1 The Unions seek a preliminary injunction enjoining N & W's imposition of a drug screen urinalysis as part of the railroad's routine medical examinations.
