This case arises under the Truth in Lending Act ("TILA"), 15 U.S.C. §§ 1601-1693r (1982). The Court has federal question jurisdiction pursuant to 28 U.S.C. §§ 1331, 1337 and 15 U.S.C. § 1640(e). Currently before the Court are cross-motions for summary judgment.
