In this case of first impression, we granted leave to determine whether Const 1963, art 4, § 27, applies to initiated laws enacted by the Legislature.1 If art 4, § 27 applies to initiated laws enacted by the Legislature, then those laws must receive a two-thirds vote of each house to take immediate effect.
