The threshold issue in this appeal is whether the juvenile court erred or abused its discretion by refusing to permit a child's grandparents to intervene in a termination of parental rights action brought by the natural mother ("mother") against their son, the natural father ("father"), when both the mother and father of the child are living, and each, including the child, has appeared in the action, represented by separate counsel....
