MEMORANDUM OPINION AND ORDER

KANE, District Judge.

In this action, plaintiffs challenge the validity of certain regulations promulgated under the Farm Federal Credit Act of 1985. Plaintiff's also seek a declaration that portions of the act are unconstitutional. I assume jurisdiction pursuant to 28 U.S.C. § 1331, 12 U.S.C. § 2151 as amended and 28 U.S.C. § 1332.
