This matter comes before the court on a motion by plaintiffs ACLU and Deborah Jacoby ("ACLU") for a preliminary injunction to prevent any further steps toward the creation of an eruv within the City of Long Branch and on a motion to dismiss by defendant-intervenors Congregation Brothers of Israel ("Congregation").
