Appellant organizations (Clubs) and appellees State of New Mexico and Schiff (state) disputed the application of the Bingo and Raffle Act, NMSA 1978, Sections 60-2B-1 to -14 (Repl.Pamp. 1981 & Cum.Supp. 1987) (the Act) to certain activities of the Clubs.
