Johnson commenced this action on August 5, 1985, alleging that he had been denied two promotions by his employer, the Wisconsin Public Service Corporation (hereinafter WPS) and that such denials were because of his age, in violation of the Age Discrimination in Employment Act, 29 U.S.C. § 621 et seq. and the Wisconsin Fair Employment Act, Wis.
