(Wayside) filed this action for preliminary and permanent injunctive relief against nine state and federal agencies and officials pursuant to the provisions of 28 U.S.C. § 1331, 42 U.S.C. § 1396i(c)(2), 42 U.S.C. § 405(g) and of the United States Constitution. Fortyeight individuals are named as plaintiffs having an interest in the continued care of the residents of the Wayside facility...
