Plaintiff, Robert Hawkins, brings this civil rights action pursuant to 42 U.S.C. § 1983. Jurisdiction is based upon 28 U.S.C. § 1343. Plaintiff alleges defendants conspired to subject him to unreasonable searches and seizures and to take and interfere with his property rights without due process of law in violation of the Fourth and Fourteenth Amendments of the United States Constitution.
