MATTHEWS, Justice.

This is an appeal by the City of Kenai from a decision of the superior court dismissing Kenai's appeal to that court from a decision of the Alaska Public Utilities Commission. The superior court found that Kenai was not a party to the Commission's proceedings, and therefore had no right to appeal. Homer Electric Association and Matanuska Telephone Association were parties to the Commission's proceedings, and both have been granted...
