The primary issue in this case is the constitutionality of the Texas seat belt law. Appellant was convicted of violating the seat belt law by a municipal court, and appealed the conviction to a Harris County criminal court at law. The county criminal court at law also found him guilty, assessing a $35.00 fine and costs. On appeal to this Court, appellant asserts that Tex.Rev. Civ.Stat.Ann. art. 6701d, sec. 107C (Vernon Supp.1987...
