Defendant James Howard, a former1 Atlanta City Councilman, was convicted of intentionally signing false tax returns for the tax year 1982, a violation of 26 U.S.C. § 7206(1).2 The defendant now moves for a new trial pursuant to Fed.R.Crim.P. 33 or, in the alternative, for a judgment of acquittal pursuant to Fed.R.Crim.P. 29.
