The State Health Planning Agency denied a certificate of need to Dogwood Square Nursing Home for construction of a nursing home in Alpharetta, Georgia. The nursing home appealed the agency's decision to the State Health Planning Review Board, which reversed the agency and directed issuance of the certificate.
