MEMORANDUM

HUGHES, District Judge.

The State of Texas seeks to halt the site preparation for reforestation with seedling pine trees by the Forest Service because of legally insufficient compliance with the National Environmental Policy Act (NEPA). Immediate, summary relief is denied, and a hearing on the state's application for a preliminary injunction is scheduled for December 9th.
