CARDINE, Justice.

The single dispositive issue in this case is whether the Wyoming Employment Security Commission (ESC) has the authority to reconsider its own ruling in a contested case when that ruling was made by the full commission at the final stage of intra-agency review. We reverse and hold that decisions of the full commission sitting as an appellate tribunal are final unless a judicial appeal is taken to the district court by an unsuccessful party.
