On May 21, 1979 plaintiff James W. Thompson filed a handicap discrimination complaint with the United States Department of Labor, Office of Federal Contract Compliance Programs (OFCCP). The OFCCP investigated Thompson's complaint and determined that his employer, a federal contractor, had violated § 503(a) of the Rehabilitation Act of 1973, 29 U.S.C. § 793(a).1 The OFCCP did not, however...
