MEMORANDUM OPINION AND ORDER

CARRIGAN, District Judge.

In November 1980, gasoline leakage into sewer lines in the vicinity of a Chevron service station in Northglenn, Colorado, caused about forty-two families to be evacuated from the neighborhood. Subsequent investigation determined that the leakage had occurred from an underground line connecting the tanks to the station's gasoline dispensers.
