OPINION BY JUDGE ROGERS, March 7, 1986:

Harry W. Koch (petitioner) has petitioned for review of an order of a hearing examiner affirming the Pennsylvania Housing Finance Agency's (PHFA) denial of petitioner's application for mortgage assistance.
