FINDINGS OF FACT AND CONCLUSIONS OF LAW
ROY, District Judge.
This matter comes before the Court on briefs and stipulations of the parties. The parties agreed that the only issues to be decided were legal issues, and therefore agreed to submit the case on briefs.
