Memorandum Findings of Fact and Opinion

WHITAKER, Judge:

Respondent determined a deficiency in petitioners' 1982 Federal income tax of $14,938. After a concession by the parties, the sole issue for decision is whether petitioners are entitled to a section 1651 ordinary loss deduction in 1982 resulting from the rejection of their application for renewal of a liquor permit in 1981.
