SILBERMAN, Circuit Judge:

Petitioner Gordon P. Getty challenges Federal Savings and Loan Insurance Corporation ("FSLIC") orders1 awarding National Permanent Bank ("NPB") to Citicorp, following a bidding procedure set out in the Emergency Thrift Acquisition provisions of the Garn-St Germain Depository Institutions Act of 1982 ("Act"), 12 U.S.C. § 1730a(m) (1982).
