Presently before the court is an appeal from the Department of Transportation's one-year suspension of the operating privileges of Ronald Earl Fleming. Defendant's operating privileges were suspended pursuant to 75 Pa.C.S. §1547(b) for his failure to submit to a blood alcohol test.
