Memorandum Opinion

PARR, Judge:

This case is before the Court on respondent's Motion to Dismiss for Lack of Jurisdiction, filed on December 19, 1985. The issue is whether petitioners timely filed their petition with this Court as required by section 62131 and Rule 13(c). A hearing on the motion was held in Miami, Florida on April 28, 1986. At the conclusion of the hearing, the Court took the motion under advisement.
