This action arises out of a one-vehicle motorcycle accident that occurred on July 15, 1981, on a United States Department of Interior, Bureau of Indian Affairs' controlled roadway known as Agency 11, located within the Coeur d'Alene Indian Reservation in Benewah County, Idaho.
