Jeffrey Thomas Wilson, formerly an inmate at the Cummins Unit of the Arkansas Department of Correction, commenced this suit for damages under 42 U.S.C. § 1983 against two of the Department's correctional officers, Clifton Lambert and W.F. Straughn, alleging that he had been beaten by them. An evidentiary hearing was held before a United States magistrate. After hearing the evidence the magistrate recommended to the district court
