TERRY, Associate Judge:

Washington Gas Light Company (WGL) appeals from an order of the Public Service Commission that will preclude WGL from recovering, as an operating expense, more than twenty-five percent of its wholesale natural gas costs attributable to Gas Research Institute (GRI)1 surcharges, unless it can prove in future ratemaking proceedings that the surcharges specifically benefit District of Columbia ratepayers.
