THOMPSON, District Judge.

Plaintiffs Norma Randolph and Nancy Menke1 bring this action to challenge the constitutionality of Rule 1:17-1 of the Rules Governing the Court of the State of New Jersey ["Rule"] the relevant parts of which are as follows:

The following persons in or serving the judicial branch of government shall not hold any elective office nor be a candidate therefor, nor engage in political activity...
