We affirm the judgment of the district court, reported at 612 F.Supp. 680 (D.Or.1985), for the reasons given by the district judge. His analysis and opinion of June 18, 1985 demonstrate the care with which he considered the excessive sanctions imposed on this plaintiff-appellee by the United States Food and Nutrition Service.
