Respondent Barbara Gardner brought a motion for an increase in appellant George Gardner's child support obligation. Appellant responded with a motion to have the matter heard before a judge, rather than a referee. The referee denied appellant's motion, considered respondent's motion, and issued a recommended order increasing appellant's support obligation.
