This is a 42 U.S.C. § 1983 action arising out of the arrest of, and the subsequent medical complications suffered by, the plaintiff. On November 18, 1982 the plaintiff was arrested by some as yet unidentified undercover police officers, who were employed by the defendant City of Detroit, for the delivery of heroin.
