Plaintiff Richard H. brought this action against Clay County, Minnesota, under 42 U.S.C. § 1983, alleging that defendant violated his rights under the Fourth, Fifth, Eighth, Ninth, and Fourteenth Amendments to the Constitution by subjecting him to a strip search.
