In this lawsuit, plaintiff William P. Hornung ("Hornung") is suing the Village of Park Forest ("Village"), Fred Romano ("Romano"), the Village's Chief of Police, and Michael J. Kloss ("Kloss"), an individual police officer, for alleged unconstitutional treatment during Hornung's arrest in December of 1984.
