The plaintiffs brought this action for damages and declaratory relief pursuant to 42 U.S.C. § 1983 and the court has jurisdiction under 28 U.S.C. §§ 1331 and 1343. The action is before the court on the defendants' renewed motion for attorneys' fees as the prevailing parties pursuant to 42 U.S.C. § 1988.
